ABSTRACT

The purpose of this study is to assess the extent of implementation of urban management programs in Chengde City, Hebei Province. The specific areas to be assessed include Environmental Management, Infrastructure Management, Social Development, and Economic Development. Participants of the study include 334 ordinary citizens and 50 administrators who participated in the study. Data analysis showed that the degree of participation in program implementation of participants involved in urban management in Chengde city. In addition, their level of implementation of participation was rated as “Great Extent”. However, urban management in Chengde City faces a number of challenges, including difficulties in the implementation of urban air pollution control, insufficient awareness of environmental protection, lack of efficiency in the use of water, lack of long-term planning and foresight in the planning of transportation and road systems, lack of scientific and systematic planning for the construction and management of parking facilities in the city, and lack of a sense of humanity in the capacity of the public health service. Therefore, the researcher proposed an action plan to raise the degree of implementation of urban management programs by urban participants in Chengde. The plan includes improving the implementation methods of urban air pollution control, improving the awareness of urban environmental protection, enhancing the utilization of water, improving the vision of transportation road system planning, improving the scientific nature of urban parking facilities construction management and enhancing the humanistic awareness of public health service.
