ABSTRACT
This study aimed to assess participants’ satisfaction with the implementation of talent mobility in urban development in Guangdong Province. It focused on the effects of talent mobility policies on urban development in Guangdong Province, exploring the impact of these policies on participants in terms of economic, social, cultural, and professional development. The aim of the study was to understand the effectiveness of policy implementation by analyzing assessments from different groups of participants and proposing corresponding suggestions. The research employed a variety of methods to collect and analyze data. First, Analysis of Variance (ANOVA) was used to test significant differences in the assessment of the implementation effects of talent mobility policies among three groups of participants. Second, content analysis was applied to examine the problems and challenges faced by participants during the implementation of talent mobility in urban development. Additionally, semi-structured interviews and focus group discussions (FGDs) were conducted to explore the opinions, experiences, and suggestions of individual participants. The study found that the talent mobility policies in urban development in Guangdong Province had a moderate impact on participants, affecting their economic, social, cultural, and professional development. There were no significant differences in the assessment of policy implementation effects among the three groups of participants. Participants’ satisfaction with organizational support for family and personal needs was rated as “moderate,” indicating that support from organizations in this regard was considered moderately satisfactory. However, participants showed relatively low satisfaction with maintaining work-life balance, spending sufficient time with family and friends, and considering personal well-being in work arrangements. This suggests that although organizations provide a certain level of support, there are still challenges in creating an environment conducive to work-life balance.
