ABSTRACT
The study aimed to assess the performance of Cangzhou Normal University using the balanced scorecard towards institutional sustainability. Mixed research approach through descriptive design and thematic analysis was used. The data were collected through online survey and interview with the administrators, faculty, students, and parents of the university. Results of the descriptive analysis showed that the performance of the university along internal process, learning and growth, and customer perspectives is very high. In terms of financial perspective, the university has a downward trend in its assets and liabilities; has an upward trend in its total available funds, quota subsidies, administrative fees, personnel expenditure, appropriation for special projects, and excess funds; and is very liquid and solvent. Also, inferential test revealed that there are significant differences in the participants’ assessment of the university’s performance along the balanced scorecard perspectives when grouped by participants’ classification. Moreover, the university’s strengths include excellent infrastructure and learning resources, favorable learning environment and study tools, fostering a multicultural learning environment, collaboration with local businesses and social organizations among others. Its weaknesses are limited research support, lack of graduate education, limited teaching resources, and the like. Moreover, the university’s opportunities include educational policy support, university-industry collaboration, partnerships with international academic institutions, among others, while threats consist of competition pressure from other HEIs, limited financial resources, restricted investment in educational resources. Considering the study’s salient findings, the researcher designed a plan of action for Cangzhou Normal University towards institutional sustainability.
