EMERGENCY RESPONSE MANAGEMENT IN SELECTED UNIVERSITIES IN GUANGDONG PROVINCE

ABSTRACT

This study aimed to assess the implementation of emergency management systems and corresponding countermeasures in handling emergencies within universities in Guangdong Province. A comprehensive review of relevant literature was conducted, and data were collected from four universities, involving 200 participants — 100 teachers and 100 students. The study examined the emergency response policies and practices employed by these institutions. Findings revealed that the emergency management systems in Guangdong universities have been largely implemented, with no significant differences in the assessment of their implementation based on variables such as gender, age, occupation, and education level. However, when grouped by school, significant differences in participants’ satisfaction were observed across the four stages of emergency management: preparation, prevention, response, and recovery. Despite these advancements, the study identified several ongoing challenges, including weak legal compliance, outdated emergency response concepts, and the absence of a fully effective emergency response mechanism. The study consolidated practical experiences and lessons learned, emphasizing the need to harness the positive role of universities and society in fostering effective governance. By focusing on multi-level refinement and multidimensional collaboration, this research aims to explore optimal solutions for improving the emergency management systems in Guangdong’s universities.
