ABSTRACT
The rapid expansion of the global sports industry has catalyzed significant national development efforts, with China positioning its sports sector as a strategic pillar of economic and social progress. This study investigates the development trajectory of the sports industry in Hunan Province, with a focused case study on Changsha City, the provincial capital. Leveraging national initiatives such as “Healthy China 2030” and policy directives including the “Outline for Building a Strong Sports Country,” Hunan has experienced notable industrial transformation, particularly marked by a shift from traditional models to a service-oriented sports economy. The research assesses the implementation and effectiveness of these development strategies through a comprehensive analysis of stakeholder profiles, attitudes, and perceptions across various sectors, including government, education, and athletic communities. Using a mixed-methods approach, the study examines the extent of policy implementation in areas such as governance, industrial optimization, upgrading, and promotion. It also explores statistical relationships between stakeholder demographics and their assessments or attitudes toward the industry’s evolution. Findings highlight the industry’s positive contributions to public health, employment, and rural revitalization, while also revealing persistent challenges related to service quality, infrastructure integration, and policy execution. Based on the insights gathered, the research proposes a targeted action plan aimed at enhancing the strategic alignment, inclusivity, and sustainability of the sports industry in Changsha and beyond. This study contributes valuable, evidence-based recommendations for policymakers, sports administrators, and development planners, ultimately supporting China’s broader goals of building a strong sports nation and fostering healthier, more engaged communities.
