ABSTRACT
This study aimed to design, develop, and evaluate a web-based Photovoltaic Project Management System (PVPMS) tailored for AB Photovoltaic Company in China to address persistent challenges in managing distributed and centralized photovoltaic projects. Using a descriptive-developmental research design, the study combined qualitative interviews with quantitative system evaluation based on the ISO/IEC 25010 software quality standard. The system was developed using an improved Scrum agile methodology and built on the CodeWave low-code platform. The system includes modules for contract, progress, cost, risk, supplier, and user management. Evaluation by 35 IT experts revealed that the system complied with ISO 25010 standards to a “Very Great Extent” across all eight quality dimensions, with an overall mean score of 4.71. Key findings identified major management challenges such as poor interdepartmental coordination, misaligned task assignments, chaotic contract handling, and limited digital tool usage. The developed system effectively addressed these issues, offering a centralized, intelligent, and user-friendly platform for project lifecycle management. Recommendations include system deployment, user training, and further research to enhance functionality and scalability.
