ABSTRACT
This study presents the design and development of an information management application specifically tailored for international students. The proposed web-based system enables the efficient online management of international student records, supporting Chinese higher education institutions in strengthening international student education and addressing persistent challenges in data handling and administrative coordination. The system provides essential functionalities such as user registration, secure login, and centralized access to student-related information through an Internet-based platform. Findings from participant interviews revealed several critical issues in existing practices, including the limited suitability of current student information systems for international students, the rapid growth of the international student population, the consequent increase in workload for university foreign affairs offices, and the absence of a dedicated and integrated information system to support international student management. These challenges underscore the need for a specialized solution that responds to the unique administrative and informational requirements of international students. The development of the proposed system website adheres to established software quality benchmarks, particularly the ISO/IEC 25010 Software Quality Model. The system was designed to meet key quality characteristics, including functional suitability, performance efficiency, compatibility, usability, reliability, security, maintainability, and portability. By aligning system design with these standards, the application aims to ensure robustness, scalability, and long-term sustainability. Overall, the study demonstrates that a standards-based information management system can significantly enhance the efficiency and effectiveness of international student administration in higher education institutions.
