ABSTRACT

The integration of technology into organizational processes has significantly enhanced efficiency across sectors, including education and community development. This study focuses on the design and development of SPUP Community Development Information System, a web-based platform aimed at streamlining the documentation and management information of community engagement activities. Grounded in Community Informatics principles, the system addresses inefficiencies in traditional methods such as paper-based records and decentralized digital tools like Microsoft Word, Excel, flash drives, and Google Drive. It introduces a centralized, role-based access framework to ensure secure submission, retrieval, and management information of data by administrators, employees, and students, ultimately promoting transparency, accountability, and efficiency. A mixed-method approach was used, combining qualitative methods interview and questionnaires with qualitative analysis based on developmental research principles. The Agile Scrum methodology guided the system development through iterative feedback and testing. A total of 84 participants including IT Experts, unit directors, staff, employees, and students were involved. Data collection tools included an interview guide and the ISO 25010 software quality standards questionnaire. Thematic analysis was applied to qualitative data, while weighted mean was used as qualitative evaluation. The system showed a “Very Great Extent” of compliance in most ISO 25010 quality characteristics, with adequate 3.96, was identified for improvement, with recommendations for stronger authentication, encryption, and audit trails. Overall, the system achieved a category of 4.32, confirming its strong adherence to software quality standards and its effectiveness in enhancing SPUP’s community development efforts.
