ABSTRACT

This study aimed to assess the degree of application of smart city technology in community governance from the perspectives of urban residents and local governments, as well as the obstacles and challenges in the process, to enhance residents’ civic participation and improve urban governance processes. The study employed an interpretive sequential hybrid approach, combining quantitative and qualitative data collection and analysis techniques to provide a comprehensive and nuanced understanding of the research topic. A total of 384 participants took part in the study, including 352 community residents and 32 community leaders. Data analysis showed that participants’ involvement in smart city technology in community governance was to a “great extent” across multiple dimensions, such as community basic services, urban transportation, community government, community health, and community public safety. However, in terms of integrating smart cities into community governance, challenges remained, such as insufficient awareness of smart technology, data and privacy leakage, a lack of technical talent, and immature technology. To address these issues, the researchers proposed implementation plans to further enhance residents’ participation and improve the efficiency of urban management in Zhuhai. The plan included measures to promote residents’ participation, integrate social governance and public services, and optimize and popularize smart technologies to further enhance residents’ participation and urban management efficiency.
