ABSTRACT
St. Paul University Philippines (SPUP) has long experienced challenges in monitoring students’ moral conduct and processing Good Moral Certificate applications. The reliance on manual, paper-based procedures has made the process time-consuming, prone to human error, and lacking centralized oversight. These inefficiencies have hindered the Office of Student Affairs (OSA) in managing disciplinary compliance and preparing certificates consistently. To address these concerns, this study developed and implemented the Good Moral Application and Monitoring System with Decision Support, a web-based platform that digitizes violation tracking and streamlines certificate applications across departments. The system provides a centralized, secure database accessible to both students and alumni, thereby reducing administrative workload, improving efficiency, and enhancing institutional service delivery. System evaluation was conducted using the ISO/IEC 25010 Software Quality Standards. Findings revealed that the system achieved a very high extent of compliance in functionality, usability, compatibility, and reliability. However, recommendations for improvement included refining cross-platform responsiveness, strengthening input validation, enhancing the user interface, and adding administrative features such as a Super Admin role and automated notifications. These enhancements are projected to improve usability, security, and data integrity, further aligning the system with SPUP’s goals in discipline monitoring, graduate employability, and future adoption of advanced technologies.
