ABSTRACT

This study presents the design and development of the Paulinian Student Council E-Portfolio and Ranking System for St. Paul University Philippines, aimed at improving the evaluation and recognition of student council officers’ performance. The traditional manual evaluation process was found to be time-consuming, inconsistent, and prone to subjectivity. The proposed system provides a digital and centralized platform that enables student leaders to document their accomplishments and facilitates self-, peer-, and adviser-based evaluations. Developed using the Agile Scrum methodology and evaluated in accordance with the ISO/IEC 25010 Software Quality Standards, the system ensures high levels of functionality, usability, and reliability. Assessment by IT experts revealed that the system achieved a “great extent” of compliance with the ISO/IEC 25010 criteria. By automating the evaluation and ranking process, the system enhances transparency, consistency, and efficiency in performance assessment while promoting leadership development and accountability among student officers. The researchers recommend the adoption of the system by the university to modernize student affairs management and strengthen evidence-based evaluation practices.
